This research studies Yemeni foreign policy towards the Horn of Africa. It mainly focuses on the importance the Horn of Africa represents to Yemen National Security. The research argues that although the Gulf Cooperation Council and the Horn of Africa are the main regional factors shaping Yemeni foreign policy, the Horn of Africa took priority over the Gulf Cooperation Council during the period 2000 to 2010. This research tries to answer some questions such as why the Horn of Africa was the most important factor shaping the Yemeni foreign policy and what were the policies and actions Yemeni foreign policy adopted to deal with the threats coming from that strategic area.
