Chloe Mathews believes in following the rules. She joined the FBI to make things right. Joe Crawford makes his own rules, and his goal is revenge. Once again, Chloe and Crawford have joined forces. This time their task is to convict Crawford's nemesis, the corrupt and ruthless Simon Lang. But Crawford's unconventional approach lands him in jail, and the upright, conscientious Chloe is suspected of taking bribes. As things begin to unravel, both Chloe and Crawford find their customary modes of procedure, whether legal or illegal, are ineffective. As their journey continues, they become involved with a hit-woman, a homeless alcoholic who reads Pilgrim's Progress, a chop-shop diva, and a drug lord. With that kind of help, who needs the FBI?
