The ACM Symposium on Principles of Distributed Computing (PODC) is the premier interna-
tional forum on the theory, design, analysis, implementation and application of distributed systems
and networks. PODC is sponsored by the ACM Special Interest Group on Algorithms and Com-
putation Theory, SIGACT, and the ACM Special Interest Group in Operating Systems, SIGOPS.
These proceedings contain the papers presented at PODC 2019, the 38th Symposium on Prin-
ciples of Distributed Computing, held from July 27 to August 2, 2019 in Toronto, Canada.
We thank the program committee and the external reviewers, who worked hard reviewing papers
and providing valuable feedback to the authors. The steering committee provided helpful guidance
and the conference committee did a great job with the nances, publicity, tutorials, workshops,
