Power is the ability/facility to do something. With machines, that can mean getting work done. With humans it invariably means taking advantage of others that have fewer resources at their disposal, in big and little ways. In big business it means the wholesale foregoing of ethics in the chase after the dollar and ever higher profits. In politics it means doing whatever it takes to get reelected by virtually everyone engaged in this profession. In the upper echelons of government it can mean bending or breaking the rules and hoping not to get caught at that activity. This occurs when rules and laws are soft-pedaled or ignored in order to ingratiate ones self to those who are supposed to be regulated.
