Sanctuary was a small country town that somehow got entangled in some heavyweight foul-ups. Like a hidden War. The local people had no idea they were part of a series of great world-wide social and chemical experiments. They were actually the epi-centre of the long-term studies. What happened to them would guide the future development of billion-dollar chemical companies. And change the lives of politicians in many countries working for the corrupt companies. Anything that got in the way of these companies, such as the manufacture of illegal drugs for the Syndicate, would become an enemy. Sanctuary looked sleepy on the surface. But the many boiling factions exploiting greed and power ran like a cyclonic flood beneath the calm surface of the little town. In the midst of this maelstrom of corruption and terrifying levels of violence, the people of Sanctuary went about their daily business. They smiled and loved and indulged their hates and neuroses. And they baked bread, served coffees, pumped petrol and grew crops. Amongst these ordinary people were individuals who were brave and dangerous. Like in any little town anywhere. But the big companies, the union bosses, the politicians the media and the legal practitioners were totally unaware of the existence of these brave and compassionate individuals. Or, they would not have aroused them.
