Captain Ingals, serving as Civil Affairs officer of US Army Caribbean Command in the Canal Zone summons Sergeant Kike Avilés in the dining facility. Tasked to coordinate a Blue Dossier security plan to contain civil disturbances in the Panama area, the officer can't remember where he lost the satchel containing information you're not suppost to oversight.
