Steve Blazer is an honest San Francisco cop, but he has a reputation: he's a magnet for trouble. While tracking down a Latino gang leader, Steve comes across a massive cocaine stash. He soon discovers that a ruthless Mexican Cartel has targeted San Francisco. Any interference with their plans results in violence. They turn the streets into a combat zone. In response, the Police Chief reinstates a unit known as Special Forces. It's a risky notion. Special Forces was shut down years ago under a cloud of suspicion. He gambles that Steve, as its new Sergeant, can keep the unit honest. However, the squad is immediately involved in the death of a Latino gang member. Accusations and media lies escalate the city into a race riot. Undeterred, Steve sends one of his men on an undercover operation into the gang. However, the deeper in his undercover gets, the more Steve sees him losing control. On a large bust he goes too far and beats down a suspect. The unit is now in jeopardy of being shut down just as the cartel is tightening its hold on the streets. When information as to the gang leader's location emerges, Steve must choose between the department and the badge itself. Does he step back and honor the department that wants him out, or push forward shielded by the values of the badge he cherishes and save the city he's sworn to protect?
