Households are the main source and a key player in health financing in the DRC, accounting for 41% of current health expenditure. In addition to households, other sources are external aid and the state budget. The overall objective of our study was to assess the performance of the local health system in Budjala. We conducted a cross-sectional study with an analytical focus on the budget alignment of partners in the DRC and its impact on the performance of health services at the Budjala HGR from 2013 to 2017, a period of 5 years. Our study population consisted of staff and users of the RGH. Based on the results obtained, external assistance accounted for 60.56% of the funding allocated to RGH Budjala from 2013 to 2017. RGH Budjala has not achieved its performance as demonstrated by these indicators: a bed occupancy rate below 60%, a mortality rate above 48 hours of 3.4%, a postoperative infection rate of 2.4%.
